Despite the resounding evidence available confirming the fact that spectrum exhaust is in fact a problem for wireless carriers, efforts to place the burden on providers and actually have providers themselves “make the case” for their spectrum scarcity is well underway, according to recent reports. As an example, the FCC has requested that AT&T provide documented proof that illustrates the spectrum challenges the company is grappling with and the justification for the company’s desire to merge with T-Mobile in an effort to remedy this problem.
